JOHNNIE B. BEER

Biography
Johnnie B. Beer, Jr. is an associate with the Law Offices of Floyd, Skeren & Kelly, LLP in our firm’s Sacramento office location. Mr. Beer earned his Undergraduate Degree from the University of California, Davis, before moving on to obtain his Juris Doctorate Degree at McGeorge School of Law.
Prior to joining the Law Offices of Floyd, Skeren & Kelly in 2006, Mr. Beer had a number of years of workers’ compensation defense litigation experience and also worked for the California Department of Food & Agriculture as counsel.
Mr. Beer currently represents third party administrators, insurance companies, self-insured entities and employers in all aspects of workers’ compensation defense before the Workers’ Compensation Appeals Board (WCAB) including standard workers’ compensation defense as well as 132a discrimination claims and serious and willful misconduct allegations. |

ERIC E. OSTLING

Biography
Eric E. Ostling is the Managing Attorney of the Law Offices of Floyd, Skeren & Kelly’s Sacramento office location. Mr. Ostling earned his Undergraduate Degree from the University of California, Davis, before attending the University of the Pacific, McGeorge School of Law, where he earned his Juris Doctorate Degree. Not being satisfied with a Juris Doctorate Degree, Mr. Ostling continued and obtained his Master of Law and Taxation, Degree also from the University of the Pacific.
Prior to joining the Law Offices of Floyd, Skeren & Kelly, LLP in 2007, Mr. Ostling obtained many years of experience in litigating both civil and workers’ compensation issues before various Northern California Superior Courts as well as the Workers’ Compensation Appeals Board (WCAB). As a result of this litigation experience, Mr. Ostling brings with him a breadth of knowledge on subrogation and civil litigation matters to supplement his ability to represent the Law Offices of Floyd, Skeren & Kelly’s clients before the WCAB.
Currently, Mr. Ostling represents employers, insurance entities, self-insured entities and third party administrators before the WCAB on standard workers’ compensation defense, subrogation, 132a discrimination claims and serious and willful misconduct allegations.
Mr. Ostling also has a published article in the Pacific Law Journal. |

ROGER A. CARTOZIAN

Biography
After finishing Law School in 1975, Mr. Cartozian began in private practice as a General Practitioner for a period of about 10 years in the Sacramento area. Areas of practice at that time included family law, adoptions, criminal defense, Bankruptcy, personal injury, corporate and business transactions, juvenile matters, wills, probate, collections, mechanics liens, etc. In 1985 he became associated with Industrial Indemnity – House Counsel and focused his concentration on the defense of workers compensation claims, workers compensation subrogation, defense of 132a and Serious and Willful Misconduct claims. After 10 years he opened his private practice with a partner and continued the same type work. From 1997 to 2007 he was associated with and became a partner with the workers compensation defense law firm of Gray & Prouty. Mr. Cartozian has been with the FS&K law firm since October 2007.
Mr. Cartozian thus brings with him a 10 year general practice background and over 27 years of workers compensation defense experience where his clients have included insurance companies, third party administrators, private employers, school districts, and public agencies. He has made presentations on a variety of topics in the workers compensation arena to groups of varying size and experience.
Mr. Cartozian is licensed to practice before all state Courts of the State of California, has appeared at most of the Workers Compensation Appeals Board District Offices in California, and in June 2005 was admitted to practice before the United States Supreme Court in Washington, D.C. |
