Joel S. Allan is an associate attorney in the Los Angeles County location of Floyd, Skeren & Kelly, where he handles the defense of workers’ compensation claims. As a member of the firm’s employment group, Mr. Allan also handles labor and employment issues and provides support to other attorneys in the southern California offices when such issues arise in conjunction with their cases.
Mr. Allan started defending workers’ compensation cases in 2004. Over his career he has gained experience defending government entities, with particular experience in fire and sheriff cases, self-insured employers, and multi-party defendant cases. Mr. Allan currently represents self-insured employers, third party administrators, insurance companies, and uninsured employers in all aspects of workers’ compensation, including discrimination and serious and willful claims. He also focuses on the interaction of FEHA with workers’ compensation, with an eye towards minimizing the employer’s potential exposure, as well as working on employer-side labor and employment issues.
Mr. Allan is a graduate of Rice University in Houston, Texas, where he studied political science and policy studies. In 2003 Mr. Allan joined the California Bar, having earned a joint Juris Doctorate and Masters of Business Administration from the University of Southern California. |

Mr. Beck has nearly two decades of experience in dealing with issues related to worker's compensation, both as an insurance broker and as an attorney. In addition, Mr. Beck has considerable experience as a commercial litigator. He has handled a number of highly publicized securities matters involving hundreds of millions of dollars in questionable bond trades, all of which have resulted in a significant recovery for his clients. In addition to his work in the securities field Mr. Beck has also represented clients in a wide variety of employment, contractual and real estate disputes and his litigation experience includes jury and bench trials, arbitrations and administrative hearings.
Mr. Beck obtained his undergraduate degree in English Literature from Cornell College in Mount Vernon, Iowa in 1991and obtained his J.D. from Loyola Law School in 2005. While in law school, Mr. Beck was honored to receive the John F. Dockweiler Memorial Scholarship as well as Dean's list recognition and two First Honors Awards.
Mr. Beck was recognized as a 2009, 2010 and 2011 Southern California Rising Star by the publishers of Los Angeles Magazine.

Mr. Bush earned his Bachelor’s Degree from Hope College in Holland, Michigan. He went on to earn his Juris Doctorate at Pepperdine University School of Law. Mr. Bush is licensed to practice law in the state of Michigan, as well as in California.
Mr. Bush began his career working in civil litigation for one of the largest civil litigation firms based in Orange County. While there, Mr. Bush assisted the firm in starting its workers’ compensation defense practice.
Mr. Bush is completely conversant in all aspects of workers’ compensation defense, including defending serious and willful and §132(a) claims. Additionally, Mr. Bush has an active subrogation practice on behalf of our clients. After finishing Law School in 1975, Mr. Cartozian began in private practice as a General Practitioner for a period of about 10 years in the Sacramento area. Areas of practice at that time included family law, adoptions, criminal defense, Bankruptcy, personal injury, corporate and business transactions, juvenile matters, wills, probate, collections, mechanics liens, etc. In 1985 he became associated with Industrial Indemnity - House Counsel and focused his concentration on the defense of workers compensation claims, workers compensation subrogation, defense of §132(a) and Serious and Willful Misconduct claims. After 10 years he opened his private practice with a partner and continued the same type work. From 1997 to 2007 he was associated with and became a partner with the workers compensation defense law firm of Gray & Prouty. Mr. Cartozian has been with the FS&K law firm since October 2007.
Mr. Cartozian thus brings with him a 10 year general practice background and over 27 years of workers compensation defense experience where his clients have included insurance companies, third party administrators, private employers, school districts, and public agencies. Suzanne Honor-Vangerov is an associate attorney in our firm’s Oakland office location. Ms. Honor-Vangerov received her Undergraduate Degree in Business Administration, with an emphasis in Marketing from the California State University, Hayward. She went on to receive her Juris Doctorate degree from Abraham Lincoln University in Los Angeles.
Ms. Honor-Vangerov began her workers’ compensation career as a claims adjuster for the State Compensation Insurance Fund and then transitioned into a Vocational Rehabilitation Counselor. In 1994 Ms. Honor-Vangerov moved into the position of Information and Assistance Officer for the Van Nuys District Office of the Division of Workers’ Compensation (DWC). She held various positions of increasing responsibility within the DWC culminating in becoming the Manager of the DWC Medical Unit. As the Medical Unit Manager she oversaw the Qualified Medical Evaluator, Spinal Surgery Second Opinion, Medical Provider Network, and Utilization Review programs. She is considered to be an expert in medical billing and fee schedule issues. She has served as a speaker for the annual DWC Educational Conference, has been an instructor with the Insurance Education Association (IEA), and has been a frequent speaker on workers’ compensation issues for a variety of associations.

Upon becoming licensed to practice law in California, Mr. Lear gained experience in a number of areas of law before beginning employment with State Compensation Insurance Fund (SCIF) in 1999. After four years of experience in workers’ compensation matters with SCIF, Mr. Lear began his tenure with the Law Offices of Floyd, Skeren & Kelly in 2003, bringing his strong litigation background and breadth of knowledge to the firm.

Mitch Mays, a seasoned Trial attorney, is associated with the Law Offices of Floyd, Skeren & Kelly’s Ventura County office location.
After serving three years in the Army’s 82nd Airborne, Mr. Mays graduated from Pepperdine’s School of Law, passing the State Bar the same year in 1981. He began his career as an attorney with a small Ventura firm representing applicants in the Workers’ Compensation Appeals Board (WCAB) and gaining invaluable Trial experience in the Criminal Courts as a member of Conflict Defense Associates in Ventura County.
Mr. Mays made the jump to the workers compensation defense side full time in 1988 and has never looked back. He has worked both for private defense firms and as in-house counsel for CIGNA Insurance. Troy Slaten is an associate attorney with the Law Offices of Floyd, Skeren, & Kelly, LLP in our firm's Calabasas headquarters location. He is the managing attorney of the firm's criminal defense practice.
Mr. Slaten earned his Bachelor's Degree, with honors, in English Literature from The University of California, Los Angeles (UCLA). He went on to earn his Juris Doctorate at Pepperdine University School of Law. While in law school, Mr. Slaten actively participated on the honors Trial Team winning awards at various trial competitions.
Before devoting his efforts to practice criminal defense, Mr. Slaten began his legal career working for the Los Angeles County District Attorney's office. KENNETH A. WONG

BIOGRAPHY
A graduate of UC Berkeley, Kenneth A. Wong received his law degree from the University of Santa Clara. After an enjoyable experience as a prosecutor for the Orange County District Attorney’s Office, Ken represented civil litigation clients prior to starting his rewarding career in Workers’ Compensation. A veteran of over 25 years serving defense clients, he has achieved 86 career “Take Nothing” defense verdicts, all involving the case-in-chief. Additionally, Mr. Wong’s employer clients have prevailed on all special allegation claims under Labor Code sections §132(a) and 4553.
Ken has represented all manner of California employers, including major aerospace contractors,
nationwide hotel and motel chains, regional supermarket chains, multi-state banks, public school districts, and NFL teams. He has an unblemished appellate record before the District Courts of Appeal and the California Supreme Court.
An avid former tournament-level table tennis player, Ken won the state singles title at the 1993
California State Table Tennis Championships. As an Assistant Scoutmaster for the Boy Scouts
of America, he has provided guidance to local troop members earning merit badges for Law and
for Firearms Safety and Rifle Marksmanship. |

BIOGRAPHY
Jeffrey S. Springer was an associate attorney with the Law Offices of Floyd, Skeren & Kelly’s Calabasas office location. After obtaining his Undergraduate Degree with California State University, Northridge, Mr. Springer went on to graduate from Pepperdine University School of Law and joined the Law Offices of Floyd, Skeren & Kelly, LLP in 1989 as one of the firm’s first attorneys.
Jeff Springer lost his fight with cancer and succumbed to its ravages. Jeff never gave up a fight to defend his clients, nor beat the demon cancer that took his life. His attitude throughout the five-year battle was never dispirited. He was always positive and repeatedly said that he would beat the cancer and would be back better than ever.
Jeff’s contribution to the firm’s reputation and growth cannot be overstated. His diligence exemplifies our firm’s assertion that “the defense never rests”. Even while ill he persisted in defending his clients without complaint and without them knowing his condition. |

NORMAN F. BOXLEY (1946-2011)

BIOGRAPHY
Norman F. Boxley was the Floyd, Skeren and Kelly managing civil litigation attorney. Mr Boxley earned his Undergraduate Degree from California State University, San Francisco, before going on to earn his Juris Doctorate Degree from Hastings College of Law. He was a member of both the California and Nevada Bar Associations and practiced law in both states. During his career he was a member of a vast number of professional organizations including the Defense Research Institute, the Southern and Northern California Fraud Investigator Associations, the Southern California Association of Defense Counsel and the Los Angeles Bar Association. He was a decorated Vietnam veteran having served in combat as an infantry officer in the United States Army. His single engine Mooney M20M airplane crashed during an inbound approach to Brackett Airport in La Verne. Norm practiced out of the firm's Pasadena office and conducted jury trials state wide in California and Nevada.
His leadership, professionalism and tenacity as a litigator contributed greatly to our Firm's reputation in the legal community.
