Biography
Adam Shifren is a Hearing Representative with Floyd, Skeren & Kelly’s Pasadena office location. Before beginning his career in claims, Mr. Shifren earned his Bachelor’s Degree in Business Administration from California Polytechnic University. Mr. Shifren brings two years of claims experience and a total of more than ten years of workers’ compensation experience to our firm.
After working as a case manager for two years, Mr. Shifren has devoted the last nine years of his career to working for defense firms in workers’ compensation where he has handled all aspects of defending claims including making regular appearances at local WCAB venues, performing legal research and drafting all variety of pleadings for submission to the WCAB.
Currently, Mr. Shifren works closely with our attorneys in the Pasadena office to negotiate, litigate, and resolve all aspects of lien matters. |

DENNIS W. BEATON

Biography
Dennis Beaton is a Paralegal with Floyd, Skeren & Kelly, LLP in our Sacramento office. Dennis has over 35 years of workers’ compensation claims experience.
He began his career in 1973 with Industrial Indemnity Insurance Company in Los Angeles, CA and has held positions as Vice President, Claims for several companies. Dennis has seven years of legal experience as a Paralegal and provides invaluable expertise in the claims administration procedures and claims aspects of files.
Dennis has helped several insurance companies and third party administrators go through the State Audit procedure. He is available to assist any office in training issues pertaining to claims handling or in assisting in a State Audit. |

ELIZABETH (BETTY) HERSCHEL

Biography
Elizabeth L. Herschel is a Hearing Representative with the Law Offices of Floyd, Skeren & Kelly, LLP in the firm’s Thousand Oaks office location. Ms. Herschel is currently in her fourth year of law school at Ventura College of Law with an anticipated award of her Juris Doctorate Degree in May of 2008.
Ms. Herschel has been with the firm since June of 2006. Ms. Herschel was previously employed with Miller & Associates for 14 years.
Ms. Herschel is currently focusing her attention in the Thousand Oaks Lien Unit. She negotiates and resolves all lien matters as well as attends Lien Hearings at the Workers’ Compensation Appeals Board (WCAB). |

Biography
Leticia Perez is a Hearing Representative with the Law Offices of Floyd, Skeren & Kelly, LLP in our firm’s Santa Monica office location. Ms. Perez obtained a Degree in Psychology from the University of California, Santa Barbara, before moving forward to earn her certification as a legal assistant and safety professional. Ms. Perez brings over 20 years of experience in the workers’ compensation arenas to the Law Offices of Floyd, Skeren & Kelly.
Currently, Ms. Perez works closely with the Law Offices of Floyd, Skeren & Kelly’s attorneys and clients to represent insurance entities, third party administrators, self-insured entities and uninsured employers in all aspects of workers’ compensation defense litigation. |

PERLA RUIZ

Biography
Perla Ruiz is a Hearing Representative and a supervising secretary with the Law Offices of Floyd, Skeren & Kelly, LLP in our firm’s Orange County office location. Ms. Ruiz is currently progressing towards her Bachelor’s Degree in Criminal Justice Administration with an anticipated graduation date in November of 2007.
Ms. Ruiz has more than 10 years of experience in the workers’ compensation industry and, most recently, has moved into the dual capacity of a Hearing Representative and supervising secretary with the Law Offices of Floyd, Skeren & Kelly. Since coming to the Law Offices of Floyd, Skeren & Kelly in 2002, Ms. Ruiz has been an integral member of our Orange County litigation and support staff.
Currently, Ms. Ruiz represents and assists attorneys with the firm’s Orange County office in representing insurance entities, self-insured entities, third party administrators and uninsured employers in all aspects of workers’ compensation matters. |

Biography
Rebecca L. Maloch is a Hearing Representative with the Law Offices of Floyd, Skeren & Kelly, LLP in the firm’s Riverside office location. Ms. Maloch has been with Floyd, Skeren & Kelly for several years and has brought her significant experience to her position with Floyd, Skeren & Kelly as a Hearing Representative and Lien Specialist. Ms. Maloch earned her Bachelor’s of Arts Degree from California State University, Northridge.
Prior to joining Floyd, Skeren & Kelly, Ms. Maloch worked as a risk management coordinator, an executive assistant insurance coordinator and a workers’ compensation claims specialist for over 10 years.
Currently, Ms. Maloch works closely with our Riverside office in facilitating the resolution of liens, litigating lien matters and maintaining regular communication with third party administrators, insurance entities, self-insured entities and employers. |

Biography
Terry Pertle is a Hearing Advocate with the Law Offices of Floyd, Skeren & Kelly, LLP in our Las Vegas, Nevada office location. Ms. Pirtle has been with Floyd, Skeren & Kelly’s Nevada office almost from its opening date in early 2007.
Prior to coming to Floyd, Skeren & Kelly, Ms. Pirtle gained substantial experience in numerous areas of claims administration working as a claims clerk and later as a case manager in workers’ compensation matters. Thereafter, Ms. Pirtle gained several years experience as an Administrative Hearing Advocate.
Currently, Ms. Pirtle works with of Floyd, Skeren & Kelly to assist in the representation of our client’s in all matters of workers compensation claims in the Nevada workers’ compensation system. |

Biography
Tyrone Bell, J.D. is a Hearing Representative with the Law Offices of Floyd, Skeren & Kelly, LLP in our firm’s Pasadena office location. Mr. Bell obtained his Juris Doctorate Degree from Glendale College of Law before joining the Law Offices of Floyd, Skeren & Kelly legal team.
Prior to joining the Law Offices of Floyd, Skeren & Kelly, Mr. Bell obtained nearly 30 years of experience working in the California workers’ compensation system as a claims examiner, AOE/COE investigator and a Hearing Representative. With this experience, Mr. Bell brings a uniquely strong ability to view his files through the eyes of our clients and ensure that every facet of the Law Offices of Floyd, Skeren & Kelly’s clients needs are met.

WALTER D. HESSE

Biography
Walter Hesse is the Lien Unit Manager for the Law Offices of Floyd, Skeren & Kelly, LLP working out of the firm’s Thousand Oaks office location. Mr. Hesse has been with the Law Offices of Floyd, Skeren & Kelly since January of 2001 at which time he brought with him substantial experience in the workers’ compensation field.
Mr. Hesse has over 30 years of experience in the workers’ compensation industry where has worked as a Hearing Representative, claims examiner and claims supervisor. In the course of his career, Mr. Hesse has earned his Self-Insurance Certification and was previously an Insurance Educational Association (IEA) instructor.
Due to his substantial experience in lien negotiations, litigation and resolution, Mr. Hesse was promoted to the firm’s Lien Unit Manager where he oversees all of the Law Offices of Floyd, Skeren & Kelly’s staff involved in lien negotiations to ensure prompt and proper resolution of liens for our firm’s clients which include insurance entities, third party administrators, uninsured employers and self-insured entities. |
